Charity is the third distribution of social wealth. It make up the limitation ofgovernment’s social security by the public’s responsibility. Charity does some contribution tosocial stability. It narrows the gap between wealth and poor, and it also play an important rolein promoting the equality in the society. In2008, the public’s charity are awarded byWenchuan Earthquake. Chinese charity has developed rapidly that year. But in2011, the “GuoMeimei” Event has made the Red Cross, which is known as the biggest governmental charityorganization, become the great focus of the public opinion. Because of this event, more andmore people has began to doubted the governmental charity organization and chose to donateto theorganizations. So how to make a legalization are put on agenda. In this thesis, thewriter will analyze administration of non-governmental charities by combining Chinesesituation.This paper took an empirical analysis, literature review, comparing,and valuing togive advices of non-governmental charity’s administration. For example, the writer contact anon-governmental charity which is called Animal Asia. By introducing its programs, thewriter do some donation, and join assistancy project to help bear. By analyzing therelationship between non-governmental charity and the government, the issues ofadministrative supervision of the government to the non-governmental charity, and the role ofthe supervision of the government, the writer put forward the moderate intervention, theappeal of legislation go ahead of the rest, and the reinforce of the supervision of the society,which hope government to make an escort effect in administrative supervising on thedevelopment of the non-government charity and the improvement of the credibility.In the introduction part, the writer has put forward the value and the practicalsignificance of this research. Chapter I: The theoretical basis for government supervision ofnon-governmental charity organizations. First, paraphrase the basic meaning of thenon-governmental charity organizations and the government’s administrative supervisionindividually. Second, clarify is the necessity of the government supervision. At last, the writerputs forward the conclusion of appropriate supervision intervention. Chapter II: Detaileddiscussed the problems in government supervision on the non-government charityorganizations. The writer discussed from the dislocation of the government’s identicalrecognition, deeply analysed the insufficiency of the regulatory legislation, the lack ofsupporting measures, and more problems about insufficiency of comprehensive regulatorymeasures. Chapter III: Construct a government supervising system that fits our state’s actualsituation. By the reference to the other countries’ regulatory experience and the actualsituation of our country, the writer majorly discussed the perfection of the non-governmentcharity donation’s administrative regulatory. And then a regulatory mode of internal/externalintegration to perfect the system will be put forward. By the study above, this article tried todiscover a brand new type of regulatory mode to help developing the non-government charityorganizations opportunely.
