Community is the cell of society, also an important approach and carrier to achieve self-management,self-service, and self-education. So, forming a Party committee leadership, government responsibility,social cooperation, public participation in the social management pattern are significant for theconsolidation of the party basis and mass basis, improving the people’s quality of life and the degree ofcivilization, relating the party and government with the people closely, maintaining social stability,promoting economic and social comprehensive, coordinated and sustainable development, a harmonioussocialist society. The Xinjiang production and Construction Corps stated in "The "Twelfth Five-Year Plan",in accordance with the consideration of cities build in the division, the mission field in the town, the planshould be mapped out integrally, implemented separately, strongly promoted. The direction of the missionfield of urbanization in the new situation and clear requirements are: carrying out the preparation of theconstruction plan and revising it with the idea of a high standard, a high starting point, and a high level inthe urban system to promote the population, industry and public resources to towns, which make townsbecome the carrier of changing the masses of workers’ lifestyle, the bolt heart to keep people. With thedevelopment of urbanization, the mission field needs to promote the public service to meet the needs of themasses of workers, and the community is an effective vehicle for achieving this. This is also theappropriate entry point for services to the masses of workers, an important carrier to promote urbanization.This study attempts to apply the theory of community building, community building experience in Chinaand abroad under the institutional background, to analyze the Corps specificity of the eight divisions inXinjiang Production and Construction Corps, the advantages and disadvantages of community building inthe particular system. This research also draws the whole picture of the eight division’s communitybuilding status, intends to better promote the development of the eight division and the whole corps ofcommunity building, then to inspire further development of the Corps community building. In this paper,the literature analysis, comparative analysis, multi-disciplinary analysis were applied. Community buildingand management of eight division ought t o only insist on the reality from the Corps, continue explorationand innovation, can find a scientific way to support the development of urban area. First, the executive-ledgovern ment must improve the knowledge of the community; the mission field of Party committees shouldstrengthen the leadership, and community building work into the work schedule; the establishment ofgovernment leadership should specifically dealing with the leaders in charge of the leadership system andworking accountability mechanisms.
