Research On The Effect Of Analysis And Suggestion Of Herdsmen Settlement In Huocheng

It is an important symbol for a nation developing from nomadism to settlement as many countrieshave proved that a country or a nation which developed entirely relying on nomadic animal husbandrycannot step into the rank of advanced country and nation. With the reform and opening up in our country,the settlement has become a trend for all the pastoral areas.The county of Huocheng, a nomadic town inXinjiang province, began publicizing the settlement procedurally and large-scale in the mid of1980s.Through the practice and exploration, the county has formed its own settlement pattern. Settlementcan not only improve the living environment in pastoral areas, but also change the lifestyle and traditionalideas of herdmen. Speeding up the pace of settlement for nomads is a necessity to develop a well-offsociety comprehensively and a major strategic measure to realize flourishing in nomadic regions.What’smore, it can promote ethnic unity and guarantee the social stability.This paper, based on the empirical research of the Huocheng, analyses the effect of the Huochengherdsmen settlement project by the use of AHP, literature method, survey method, focus interviews. Theproject obtained desirable economic and social achievements, while the ecological benefit not splendid. Wealso elaborated the factors which influence the settlement achievement, that are, the poor natural conditions,the shortage of funds, the lack of initiative of herders and inability to adapt to the new production andlifestyle.Although the project has made great achievements, most settlements just solve basic problems such ashousing and sheds owing to the restrictions of the poor natural conditions, the shortage of funds, the lack ofinitiative and traditional concept of herders. This problems including the lag of water conservancy facilities,lack of food patch and funds, inability to adapt to the new environment and some officials’ incorrect viewson the project clearly reveal the Huocheng project is still in low level and not comprehensive.To addressthese issues, we put forward some suggestions related to Huocheng herdsmen settlement project from thepoint of view of the settlement conditions, pastoralists, the relevant government departments. Thesesuggestions as follows: promoting the water conservancy facilities, constructing the artificial foragemeadow, regulating the settlements reasonably, inheriting the beneficial national traditional culture,developing education in herd areas vigorously,expanding inputs on the settlements, releasing the pressureof self-raised funds, training the officials deeply and strengthen the social security system for herders. Ihope this research may provide some positive references for the sustainable development of Huochengpastoralists’ settlement project.
