| The herders settle down project was launched by the government in the 21~stt century,and the purpose is to improve the economy and recover the grassland ecological environment in the northwest pastoral area.The herders settlement project belongs to the micro national policy,which is established by one aspect of national demand and parochial characterized.It is formulated by construction of Eco-civilization and urbanization in pastoral areas,and it is also the important subject in Marxist ethnic theory and policy research.Since 2004,located in Sancho new village north of SANKE Town,XIAHE County,Tibetan Autonomous Prefecture of Gannan has been implemented as the herdsmen settlement pilot project.Up to now,it has been put into practice for 15 years.And the research of the policy implementation effect has their academic values and practical significance.Taking Sanke new village as the spot investigate site,this article using the ecology and economy as the main basis to research the implementation influence on the herdsmen settlement project in Gannan.After analyzing the issues and the influences factors in the whole policy process,the author discusses the effective methods to improving the settlement project,which provides referable data for the construction in Gannan pastoral areas.In general,the herdsmen settlement project in Gannan should be promoted in the following aspects:First,considering the quality of the settlement people,the herdsmen employment should be more improved and preferential policy.Second,improving the grassland management system and strengthen the legalization construction in the pastoral area.Third,pay attention on the study of fine livestock species,pasture and grassland ecological monitoring technology.Forth,increasing the follow-up investment and ensure the implementation of investment.Fifth,strengthen infrastructure construction and promote the integration of herdsmen settlement and urbanization. |
