The Study On The Promotion Of The Ability Of China’s Climate Diplomacy

In <The United Nations framework convention on climate change> climate change is mainlycaused by human activities directly or indirectly. Climate change leads to natural disasters such asfloods, droughts, food production, species extinction, air pollution and so on. Although the existand its potential impact of climate change, even the effect of the current response, remaincontroversial, the research and deal on climate change has been going on. A large number ofscholars, politicians, the news media and so on are involved in the process of dealing with climatechange. The characteristics of the climate change itself determine that it needs common action ofthe whole international community to deal with the climate change. Climate change is not only anenvironmental issue, it is also a development issue, a country’s carbon emissions rights isimportant for its development space, because of this the climate diplomacy is especially important.At present, the European Union, the United States are taking active measures for climatediplomacy, China’s greenhouse gas emissions is the most in the world, and it is really a bigpressure for China. To upgrade China’s climate diplomacy ability, need not only series ofdomestic actions, with a low carbon economy to pave the way for reduction, but also diplomaticmeans, through improving the ability of agenda setting, public diplomacy to strive for thedevelopment of space. This paper’s main body is divided into three parts.The first part, based on the analysis of climate diplomacy characteristics of the mainparticipants in the international climate diplomacy, the European Union and the United States, setsa foundation for the further analysis of the challenge of China’s climate diplomacy.The second part analyses the challenge of China’s climate diplomacy. On one hand ourcountry’s greenhouse gas emission is the biggest in the world, and the characteristics of energystructure of China decides that it would be not easy to change this situation. On the other hand,developed countries and some developing countries attempt to mandatory reduce the emission ofChina. In addition, the existing form of international cooperation treaty to reduce emissions isunfair.In general, the hard power that the climate diplomacy of our country depend on is not stable enough, the impact strength is insufficient, and the climate diplomacy strategy also needs to bestrengthened.The third part analyses how to improve the ability of China’s climate diplomacy. Domesticlow-carbon economy is the basis of climate diplomacy’s smooth carrying out, and also is the onlyway for future development. By presenting China’s scheme and flexibly use climate policy toimprove the climate agenda setting ability, our country can participate in the formulation of therules of the game. Using public diplomacy actively can make foreign people know China,understand China’s background behind the action, and China can get more understanding andsupport.
