The Difficulties And Countermeasures Of EU's Climate Diplomacy(2005-2015)

For many years,climate issue has always been a hot topic and core content of the political environment of all parties.As an organization with considerable weight in various international affairs,The EU has established the dominant position of climate leaders in the negotiation process of the protocol.However,after entering the post Kyoto agenda(2005-2009),in the context of the eastern expansion,the slow reform of the European Union has led to the gradual emergence of its potential mechanism defects and the more difficult internal coordination,as well as the return of American power and the rise of the southern power,and the plight of its climate diplomacy is emerging.It is in the context of the growing emergence of climate diplomacy and the inefficiency of its actions that the European Union is eventually frustrated in Copenhagen and lost its position as a leader in climate,which marks the multiple predicament of EU climate diplomacy.In the post Copenhagen era(2009-2015),the EU continues to conduct climate action under the constraints of the continued spread of the debt crisis and the growing strength of the basic countries.In order to reshape the positive image in the climate diplomacy and restore the soft strength weakened by the setback in Copenhagen,the EU has carried out the Self-censorship and the experience induction in the interior,and actively adopted new measures to deal with the difficulties encountered.These measures include internal institutional reform,improvement of implementation attitude,new governance mode,adjustment of game between North and South countries,etc.These measures make the EU play an important role in the negotiations and the formation and effectiveness of the 2015 agreement in Paris,which means that the EU's measures and actions to cope with the difficulties of the climate diplomacy have achieved some success.In addition,China and Europe have a lot of common interests on climate issues,and there are many similarities in the measures to deal with the difficulties.The measures to deal with the difficulties of the EU in the post Copenhagen era will undoubtedly have a good inspiration to the climate diplomacy of China.
