Since the twenty-first Century, the maritime trade is becoming more and moreimportant, at the same time the fight for the marine resources and marine space ismore and more fierce. So many countries focus on the sea, they want to get the seapower, but it will not go on for long simply relying on military force to achievemaritime hegemony. In addition, China’s offshore situation is not optimistic. There isdispute with Japan, Korea and the Philippines over some Islands for example Diaoyuisland, Su Yanjiao and Huangyan island. In the face of the complex situation, Chinahas put forward the strategy of becoming a strong ocean country, which does not topursuit the maritime hegemony, but to achieve the peaceful rise, its final purpose is torealize and safeguard the national marine rights and interests. In order to realize themarine peaceful rise, we need to promote the marine soft power, and win others’support and cooperation. The government and marine NGOs both play an importantrole on promoting the marine soft power and they are indispensable. We need to thinkabout how to achieve a positive cooperation. Now the government plays the leadingrole, but we give insufficient attention to the marine NGOs, the number of which islittle, the strength is weak, and the influence is small, but they play a unique role onthe promotion of marine soft power. For example, they can express the opinionsrelying on the neutral and objective attitudes in the world. Then they will win theinternational recognition, and safeguard China’s maritime rights and interests. Theconcept gives the definitions of the marine soft power and marine NGOs, and thendiscusses the necessity of the cooperation between them from the aspects of theoryand reality. And the paper describes the ideal state of the development of the relationsbetween them, which concludes the cultivation and support, guiding, supervision eachother, and becoming partners. After analyzing the problems and the reasons in theprofound of establishing the corporation, the writer hopes to find the path to build thepartnership between the government and the marine NGOs in improving marine softpower.
