Research On The Mechanism Of Civil Servants From The Perspective Of Enterpreneurial Government

In2013the "NPC and CPPCC" mentioned that the "service-oriented government","the transformation of government functions","enhance the government’s credibility and execution" is China’s long-term reform theme,and will become China government’s reforming goals.To make the goals come true, civil servants are the backbone. The quality of civil service directly affects the reformation of our China government management system. Exit mechanism for civil servants is an important link in the management of the civil service. It is the key factor to improve the quality of the entire civil servants.This paper firstly analyzes the status of Nanning exit mechanism research, and visited the relevant units,to know exit mechanism for civil servants problems of Nanning city. It mainly includes four aspects: motivation problems of exit mechanism; evaluation problems of exit mechanism; constraint problems of exit mechanism; social security problems of exit mechanism.According to these problems, the author analyzes the causes of the problems.Then based on the theory of entrepreneurial government to compare the exit mechanism reform of current situation of domestic and international civil servants. The inspiration is that:perfecting relevant laws and regulations of civil servants; constructing the multiple exit channel; paying attention to the civil servants from supporting services; promoting the appointment of civil servants vigorously.Finally, the author combined with the reform path of entrepreneurial government theory to explore the exit mechanism of civil servants, it mainly includes five aspects:the establishment of competitive government—withdrawal from the civil service incentive system reengineering; formate stress effection of withdrawal from the civil service examination system—the government reengineering; variable to do things to a mission of the government—civil servants from the constraint system reengineering; play a catalytic—at the helm withdrawal from the civil service social security system reengineering government; the introduction of the scientific method of private enterprises and advanced management concept of human resources—the road of exit mechanism innovation of civil servants...
