| Talented people are the foundation of administration and the key to governing the country.Nothing is more important than make good use of the talents.As the principal part of governing the country,civil servants are the core force of ensuring the smooth progress of the party and the country,as well as the key group that controls the lifeline of the country and matters the rise and fall of the Chinese nation.Especially in the period of achieving the Two Centenary Goals and the Chinese nation’s great rejuvenation of the Chinese dream,the civil servants should take over the important task and spare no pains to work hard.The flowing water will not smell bad while the door shaft that rotates often does not rot.The civil servant team is just like the human body that only by maintaining a healthy and orderly metabolism,a reasonable and effective entry and exit mechanism can maintain decontamination,stay alive and energetic,keep high quality and high efficiency.At present,China’s civil servant system presents a funnel-type operation mode in the process of “entry,management and exit”,which leads to overstaffing in institutions,sluggish efficiency and obstructed exports.Thus,it is extremely urgent to optimize the exit mechanism of civil servants.This study uses literature analysis,comparative analysis and structural system analysis to analyze the exit mechanism of civil servants in China.Based on the new public management theory,ethics theory,theory of organizational life,this paper systematically analyzes the crux of the exit mechanism of civil servants in China,such as the overmuch redundant personnel,the rigid and obstructed exit mechanism,the formalized exit assessment,the sluggish and perfunctory exit audit,the vast option corruption and the absent social protection system.Subsequently,the author deeply analyzes the formation logic of the existing problems,and through comparative analysis with the British civil service system which is the origin of the civil service to get inspiration and get reference experience for China.Last but not least,the author exploratorily propose various of localization proposals such as change the concept consciousness,establish sound laws and regulations,explore multiple exit channels and improve supporting policy after exit. |
