From the world wide perspective, one of the most important parts of the reform of administrative system is the reform of government organization and staffing system. Overlapped organization, overstaffed team, and low deficiency are wild spread problems that unsolved for a long time. From the start of new China, although the nation has made the reform of government organization and personnel distributaries eight times, the problems are remained. Now, the common problem for Chinese civil servant system is"in only, no out", or"iron bowl". Each country has done a lot of research and practice in the fields of recruitment, assessment, promotion of the civil servant, while that of withdrawal is quite weak. Withdrawal, as well as recruitment, assessment, training, and promotion, is the crucial ache to build up and maintain an efficiency and effective civil servants system. A good withdrawal mechanism could protect the career selection right of the civil servants, optimize civil servants team, and activate the personal energy. Therefore, the research of withdrawal mechanism of civil servant put much importance on both the theory study and administrative practice.Starting from a brief introduction of the value of research, latest workouts, basic concept, and study methodology, the thesis consists of six parts. The second part analyzes the theory base of the research: theory of administrative system reform, theory of civil servants system reform, and mechanism theory. Then is the review of how China civil servants system has been built up and developed, accompanied by exploration of the cause of the existed questions from four aspects: politic, economy, culture, and system. After that is the fourth part, which shows achievements and lessens learned by developed countries in the implementation of various withdrawal methods. The fifth part raises some suggestions and advices on how to optimize China's civil servants withdrawal mechanism based on analysis beforehand. In the last, the thesis summarizes the ideas in the article and points out future study direction.
