At the same time, we should pay more attention to the social management and public service functions, the more power in the development of social programs and solve people life issues.In this paper the local governments in China social organization management problems and countermeasures study proposes some countermeasures and measures. According to the requirement of the scientific development concept, the local governments in China need to strengthen the social management and public service functions, first of all should establish "people-oriented" government management concept, fully embodies the purpose of serving the people wholeheartedly, realize the power standard to right standard, the government standard to the social standard, the ranking of the change of the position.
