At thebeginning of the foundation of the new Chinese, especially after the20thcongress of the Communist Partyof the Soviet, the catching up with the tide in the economical construction area in socialist camp. ChairmanMao and the Central Committee of the Communist Party believed that as an important force in socialistcamp, China could not lag behind in the catching up with the tide, China would run before the UnitedStates and Britain, latecomers before the first only by fully mobilizing the enthusiasm of the masses of thepeople building.The above five aspects contributed to the Great Leap Forward Policy made by Chairman Maoand the Central Committee of the Communist Party.
