Government Public Service Capablity And Its Influencing Factors

This paper is a study of the government public service capability measurement andits factors, in order to analyze the public service capability of civic government in China,build models to evaluate and measure this capability, and make relevant policyrecommendations in order to improve the capability of city governments’ public serviceand conveniently compare public service capabilities of different local governments.This paper does some research in the government public service and its influencingfactors based on the information of nineteen cities，then analysis the capability of publicservices and its components variables in two aspects, theoretical and empirical, thenaccording to the empirical test results differentiate public services for the nineteen citygovernment; as to discuss the influencing factors, the paper comprehensive someliterature, then use some means such as quantify or factual argumentation to do someanalysis.This paper formulates ways to improve public service capabilities, helps withgovernment function transition, and develops service-oriented government. This paperalso provides reference as to comparability among governments of their public servicecapabilities, and directions in which government can provide public service.With public service capability of city government as the object of the study, thispaper applied a combination of standard theoretical analysis and empirical analysis,given public service theories and current domestic environment. Then questionnairesare designed to classify public service capability components. The theoretical analysissection, which establishes the basis of empirical analysis, is primarily an introduction ofrelevant concepts and models. The empirical analysis section is composed of two parts,one is to analyze public service capability of civic government and its components, andthe other one is to analyze its influencing factors. Statistical soft wares are used to buildand implement structural equation models, which are based on data collected fromquestionnaires targeted at19cities in China. The determining factors and influencingfactors of government public service capability are then analyzed based on the resultsgenerated from those statistical models.Through statistical model, this paper identified four principal components and16 effective observable variables measuring government public service capability. Anequation is built to measure and evaluate government public service capability of19cities. Meanwhile, executive officer lever, number and competence of civil servants,technically based government public service and responses as well as governmentalspending on public service are primary determining factors of government publicservice capability. In order to enhance public service effectively and efficiently,governments should focus on improving these factors.
