Influenced by the urban-rural dual structure and social structure in China, andthe minimum living standard security system has the characteristics of theurban-rural dual structure. The minimum living standard security system establishedby the state and society for the protection of citizens’ basic right to life and tomaintain their minimum living needs poverty relief system, the social securitysystem of the final safety net. Integration of urban and rural minimum living securitysystem starting from the point of fairness and safeguard the rights of the people toenjoy the social assistance; is people-oriented, an important way to implement thescientific concept of development. Integration of urban and rural minimum livingsecurity system is not only the future development direction of the minimum livingallowance, and also the of dualistic social security system in China the first step ofthe integration of urban and rural roads to Social Security.Current minimum living security system prevalent differences between urbanand rural areas, regional differences and other issues, to build a set of minimumliving allowance system of urban-rural integration, will contribute to the unity andperfection of the security system, and to protect the most basic living of the poorgroups demand; help to expand the coverage of the minimum standard of living;help narrow the gap of the security standards in urban and rural areas, to mobilizethe broad masses of farmers actively building a new socialist countryside.
