| In the governance of mass incidents, problems exist in poor ability ofadvance access to information and intelligence, simple treatment and the lack oflong-term mechanism, which leave the possible space for NGOs and other socialforces to participate in. After the reform and opening up, NG Os have been anunprecedented development in China. It produced a great influence on the rights,environmental protection, public welfare charity, etc. NGOs mainly play the rolein the collection of information, communication and consultation, publicity andeducation, social supervision, assessment of improvement in events managementwith government departments. But NGOs also face many difficulties in themanagement of mass events: demanding of legal environment, ectopic role ofthe government, lack of own ability and cultural tradition.Local NGOs play an important role in calming and subsequent processingof environmental pollution event in Zhejiang Jingke Energy Co. Ltd. By themeans of organizing expert field survey and talking with representatives of thevillagers involved, environmental groups totally knew the whole event,published the information to divert the public opinion, put forward objective andimpartial follow-up comments for the government’s reference. After the eventending, they began the education on environmental protection awareness. Ofcourse, in the event disposal process, local environmental groups alsoencountered problems, such as lack of independence, Power limited, lack of trust.This article take Zhejiang Jingke Energy Co., Ltd. environmental pollutionevent for example, apply government failure and governance theory, state theeffect of NGOs participating in the management of mass events, analysis theproblems and difficulties, and from a governance perspective, put forward thecountermeasures and suggestions on strengthening the involvement of NGOs inthe management of group events, such as improving the legal system,strengthening cultivation, democratic consultation, hoisting capacity. |
