The disabled is a special social group. Due to limitations and effects of mental and physical conditions, they can not participate in the competition in the labor market,lead to their life poverty. Disabled achieve employment can promote participate in social life to realize their own value. From rely on social assistance and social welfare to self reliant workers, disabled achieve the social burden into the creators of social wealth.The disabled human resource is a part of human resources, which contains a wealth of resources available for development.Human resources development is an effective way to promote the employment of the disabled, and the employment of the disabled is the basis of realizing their own value and independent of the society. It is the symbol of social civilization and progress.In this paper,I use the Shanghai Disabled Persons’Federation released data on Shanghai disabled population demographic characteristics and described analyzed with Shanghai Disabled recruitment network recruitment data and semi-structure interview, explore the problems existing in the disabled human resource.According to the characteristics of the disabled human resourses development establishment of disabled human resources development mode and path, in order to improve disabled human resource of labor participation rate.Through analysis the characteristics of the disabled population and employment characteristics,it is found that slight disability accounted for a higher proportion.The distribution of type of disability is advantageous to the disabled human resources development, disabled sex ratio is higher than the household registered population sex ratio, education level is low, there is a wide gap between urban and rural in disabled employment.Through the Shanghai disabilities recruitment website data analysis, the result show that the education level of the disabled, the skills of the disabled has significant impact on income. Low human capital, the existence of hidden exclusion and lack of social support are the factors influencing the disabled human resources development.In this paper, the disabled human resources development characteristics boil down to welfare development of Disabled person employment security fund, sustainable development of vary from person to person anduncertainty and expectation of invest-ment income. According to the characteristics of the disabled human resource develop-ment proposed disabled human resources market development pattern, social pattern and policy mode, through family based individual development, collective of social development, characteristic of organization development andbased on individual interest development. Improve the human capital of the disabled in order to achieve employment.
