For the attention cf human resources, which is the main determinant factor of economy development, strategies of human resource development in main cities are summarized. Based on the analysis of the formulating feature about these strategies, theories of the dependence degree of city economy & human resource development and bi-directional filtrating model are put forward. In the dependence degree theory, the dependence degree index is set up and the general index model of human resource development is formulated. Through estimating matrix, the weightiness of all factors is confirmed, the dependence degree model of economy and human resource development is constructed and the criterion is also established. In the bi-directional filtrating theory, the mechanism of human resource bi-directional filtration is analyzed. According to the index, the human resource filtrating model and the gross - increment model of human resources are designed. Selecting Shenzhen city as instance, positive study of such theories is made. In the positive study, the dependence relationship of economy and human resource development and the development rule human resources in Shenzhen city is taken apart, the gross and increment of human resources and the reasonable dependence index from 2002 to 2010 in Shenzhen city are prognosticated. On the basis of theory and positive study, the strategic oriented policy of human resource development in Shenzhen city is brought forward.
