Since the1980s, the whole world has entered into the third era of industrialization, whichis marked by the economic globalization, economic integration, modern communicationtechnology and the rapid development of information technology, the world’s economy hasdeveloped rapidly. The rapid economic growth exposes political drawbacks gradually, such asthe traditional bureaucracy and privilege class. These political drawbacks not only cause thelarge number of workers and the low efficiency of government agencies, which lead to seriousmanagement crisis, but also the public raise attention on government,which causes thedissatisfaction, suspicion, and criticism. Under the premise of carrying out of the policies,the public require the government to realize the benefit of the masses of citizen and to beresponsible for the administrative act. Obviously, nowadays the accountability system of localgovernment in our country is imperfect and a large portion of the reason is performanceappraisal system of local government in our country is unscientific. The establishment of thetarget responsibility appraisal system has great significance to improve the traditionalgovernment performance appraisal. But, now target responsibility appraisal system has not setup perfectly relatively, not only on the classification of indicators, but also on setting up of thespecific indicators.This research adopts the methods, such as case, comparison, document analysis etc. tounderstand the existential state of performance appraisal system, to analyze existing problemsand challenges of governments in our country, to put forward new thoughts about solving thedefects of evaluation system. The author takes the target responsibility evaluation system ofShaanxi province as the study case, to study the applicability of KPI. In order to establishscientific and reasonable indicator system, we should perfect microcosmic andmacro-environment, promote the qualitative change of system and improve sterilization levelof local government. To establish one scientific and reasonable government performanceappraisal system is the objective requirement of setting up service-oriented government. Weshould keep pace with the times ceaselessly and go forward bravely; we should reformgovernment system to improve the governance level of local governments to promote sounddevelopment of the whole society.
