In recent years, the frequent happening of public crisis not only has caused great loss of life andproperty, but also has posed the significant challenges to government’s social management work. Thegovernment plays a leading role in the treatment of public emergencies, the behavior of the leadershipof the government in crisis situations will affect the results of the crisis management,so the core ideaof this paper is, by putting leadership behavior in the special context of the government’s public crisis,to use the crisis management theory and leadership contingency theory to study the effectiveness ofgovernment leadership behavior, that is, how to achieve effective public crisis prevention, treatment,the restoration and reconstruction of the social order, the final goal is to enhance the leadership of thegovernment in crisis.In this paper, we use the crisis management stage model-the prodromal crisis stage, the acutecrisis stage, the chronic crisis stage, and the crisis resolution stage, and the contingency theory toanalyze the key dimensions of leadership behavior-planning, decision-making, execution,coordination and assessment of behavior. The first chapter clarifies the research background,significance of the research, research ideas and methods. The second chapter deals with theleadership’s planning capability before the outbreak of the public crisis and the method of improvingit. The third chapter analyses leadership’s decision-making and policy implementation amid the publiccrisis. The fourth chapter discusses the mobilization and coordination behavior of the governmentleaders in the chronic crisis stage. The fifth chapter discusses the public leadership behavior in thecrisis resolution stage, mainly refers to the assessment of leader amid crisis and the leadership’slearning ability after the crisis.
