The Classification Management System of Civil Servants is significant foundation of Modern Civil Service Management System, and also an important method to achieve the scientific management of them.Since the Civil Service System of China was formed in the beginning of1990’s, we have never stopped the exploration of establishing the Classification Management System of Civil Servants. However, we have not had a specific law about it until the Civil Service Law of the People’s Republic of China was issued in1995, which is the first law in this field. The conception of the Classification Management System of Civil Servants was clearly pointed out in this law, and therefore it has come to the legal stage. But as time goes by, due to different reasons, the draft or framework of it was not yet clear right now. The position scope and classification standard of General Management, Professional or Technical, and Executive Administration have not been defined. The issues such as employment, training, wages and benefits, promotion, awards, and the exchange or adjustment among different categories of Civil Servants have not been specified.This paper explains the importance and necessity of practicing the Classification Management System of Civil Servants of China today, based on the review of construction course of it. It also analyzes intensively the main problems of the Classification Management System of Civil Servants in China Customs and the influence of them, according to the Civil Service System of China today as well as the reality and the task of China Customs. Finally, it lists the experience of other units such as the Public Security Departments and the Industry and Commerce Department, and put forward some proposals about the general idea, the basic principle, the main details and the solution for the problems of practicing the reformation of the Classification Management System of Civil Servants in China Customs.
