Chinese And Western Civil Service Is A Comparative Study

The article focuses on the theoretical study of the Civil Service System .through the comparison between China and the West in the four aspects which are the basic principles, classification management system, protection of the rights and obligations of civil servants control, the article reveals the same and the different between the civil service system of China and the West in order to improve specific system design of China's Civil Service System by learning advanced management experience from the West.The first part summarizes the basic theory of the Civil Service System, including the concept of The Civil Service System, characteristics, factors and the basic philosophy, in order to further the comparison between China and the western Civil Service System.The second part researches the principles of The Civil Service System between China and the West Through the comparison of the principles, we can conclude that the same principles, which includes unified management combined with the classification management, System merits, competition and selecting the best, permanent positions, the difference is that China insists the control of the CPC, conversely the West insists the politically neutral. In the development of Civil Service System, the politically neutral is not suitable for the conditions of our country, we must insists the leadership of the CPC to the Civil Service System, at the same time we should also pay attention to specific forms of cadres.The third part researches the classified administrant mechanism of civil servant between China and western countries. Grade classification system and job classification system,which have advantages and disadvantages, is two basic classifications among the west. The two classification system is converging in the development of a modern Civil Service System; Unlike the West, classification of Chinese Civil Servant System which has been established by "THE CIVIL SERVICE ACT" includes the classification of leader business and un-leader business, In essence ,it is job classification system, integrating grade classification factors.The fourth part researches the civil rights protection system and the civil service monitoring system.
