IMprove Scientific Literacy，increase the incoMe of herDsMen is an iMportantguarantee to proMote the sustainable DevelopMent of aniMal husbanDry anDpastoral areas.In this paper，the Kirgiz AutonoMous Prefecture，XinJiang Kizilsuespecially Wuqia County Akto County，Ahqi County as the stuDy area，throughhouseholD surveys anD interviews to obtain first-hanD inforMation anD relateDliterature analysis the relation between herDers quality of the labor force anD theirincoMe，to proviDe a reference perioD of pastoral areas to achieve sustainableDevelopMent.The results showeD that the Kirghiz State teachers in priMary anDseconDary schools unbalanceD structure，overall quality low，anD teacher，HSKcertificate anD continuing eDucation certificates obtaineD rate ratio Does not Meetthe requireMents of the autonoMous region. Especially the quality of priMary anDseconDary school teachers in rural areas is not a serious probleM， the overallquality of teachers can not Meet the iMpleMentation requireMents of qualityeDucation，“Bilingual” teachers are in very short supply，affect the iMproveMent ofthe quality of school eDucation.To the culture of the pastoralists，skilleD anD incoMe of operation anDManageMent as a Metrics of herDers quality， incoMe inDicators as per capitaannual incoMe of herDsMen， analysis the affect of herDers quality anD itsincoMe， Discovery by years of eDucation anD householD per capita annual incoMeof a significant positive correlation. AccorDing to the survey，founD that the heaD ofthe householD is a high school anD high school eDucation of villagers， econoMicconDitions becoMe better， householD annual average total incoMe of14，457.1yuan， higher than the overall average incoMe of9，968.47yuan; poor householDsMostly illiterate， priMary school eDucation， with an average annual incoMe of8，873.38yuan， lower than the overall average.
