A Study On Policy Perception Of Ecological Immigrants In Ningxia

Ecological immigration is a huge system engineering,for which government policy is an important guarantee about the project.The policies related to the benefits of immigrants are complicated.The perception of the immigration policy is the basis of the satisfaction of the resettlements,the prerequisite for the government to carry out the work and also the important content of the government's openness and transparency.First of all,this paper summarizes and analyzes the ecological immigration policy from 2000 to 2015,combs the ecological resettlement policy from the policy type,the policy quantity and the policy characteristics of different periods,and describes the new policy that published during"12th Five-Year Plan" period.Secondly,it analyzes the changes to the immigrants came from the policy in economic and social life.Finally,the paper uses participatory rural assessment method to investigate the perceived status of immigration policy,analyzes the factors that restrict the perception of immigration policy in individualities of immigrants,society and government,and puts forward some suggestions to raise the awareness of immigration policy.The study suggests that(1)The number of ecological immigration policies,the type of policy and the departments that published policies are gradually increased,the theme of the policy is more perfect.The policies puted in different periods also presents different have various characteristics:"The Tenth Five-Year "period policy focus on the basic set construction,but ignoring the follow-up development of immigrants;"The Eleventh Five-Year" period policy involves a broader aspect;"The Twelfth Five-Year" period policy focus on government departments cooperation,policy synergies was enhanced.(2)A series of policies related to ecological migration have had an important impact on the economic situation and living conditions of the migrants.In the economy,the household income of most immigrants have different increase in different degrees,only part of the migrants have poor ability to adapt it and have dropped in household income after they finished the relocation.Because the livelihood of the immigrants changed from farming to throw in labor force,family income structure also changed,the non-farm income has increased,but the amplification is not obvious.The total expenditure of household consumption increased significantly,the increase is relatively large,while consumer institutions have changed significantly.In social life,the living environment of immigrants has been greatly improved,the infrastructure is more perfect,but part of the immigrant families lived together in many generations;the motivated of community participation of immigrant is not high,mainly for the"unintentional participation" and "no way to participate";After the relocation,the leisure time increased.(3)In general,the perception of immigration on policy is low and the perception on different types of policies also is different.Immigrants have obviously different views on the perceived intensity of different types policy:land policy perception>Social security policy perception>Housing policy perception>Education policy perception>Household policy awareness>Credit policy awareness>Finance and tax policy awareness>Industrial policy perception.The views of immigrants about the perception of the basic survival policy(such as land policy,social security policy,housing policy)much higher than the development of policy(industrial policy,fiscal policy,credit policy).(4)In the influencing factors of Ningxia's ecological migrant policy,the gender,age and educational level of individual have a certain influence on the policy perception of immigrants,and the level of policy perception of immigrants is not different between ethnic groups.In terms of social factors,the higher level of regional economic development,the higher level of policy perception of migrants.The location factors such as traffic,geographical location and the resettlement model also have big influence on the policy perception of immigrants.At the same time,the improper transmission of policy of government and mode of execution of government are also a major factor in the low level of perception of immigration policy.
