Research On Public Emergency Management Problem In Shaanxi Province

Today, human society has entered a risk society. For humans, risk exists everywhere.Human beings are always fighting in the same kinds of natural disasters, such as geologicaldisasters, flood and drought disasters, meteorological disasters, forest and grassland fires,etc. With the deepening of reform and opening up, China is facing great economic andsocial transition which is the dual challenge of this time, and particularly publicemergencies shows a high, multiple, frequent tendency, the situation of which is very grim.Shaanxi, a province spanning the Yellow River, Yangtze River System, is China’s northwest,southwest, north, central gateway, is the only province which has the larges number ofadjacent provinces. With the east and west, north-south location, it is the only the true senseof the provinces across the north and south, so was the diversity of geography and climate.The total terrain is characterized by Shaanxi north-south high, middle low, sloping terrainfeatures from west to east is also very obvious. Loess Plateau in northern Shaanxi vast area,accounts for about45%of the total area of the province. The northern part is sandy, and thesouthern part is hilly. Shaanxi has a complex and diverse climate and topography, coupledwith a variety of people in Shaanxi over-exploitation of natural resources, making theecological balance of Shaanxi Province, as severely damaged, resulting in ecosystemstructure and function of serious disorders, natural disasters frequently. Moreover, with therapid economic development in Shaanxi Province, various public emergencies such asaccidents disasters, public health emergencies, sudden outbreak of public safety frequenciesare rising, causing serious losses to the people’s lives and property. Therefore, the study ofShaanxi Province public emergency management problems and improvement of theShaanxi Provincial Public Emergency management capability is very urgent, which retainclose relationship with social harmony, political stability and well-being of the public.Based on the above-mentioned background, this paper summarized current situation ofthe Public Emergency Management Research and public emergencies and emergencymanagement as well as the definition of a harmonious society theory, basic theory ofdisasters, public governance theory and other related theories, analysis Shaanxi Province public emergency situation and the management of public emergency situation, ShaanxiProvince, proposed public emergency management organization system in emergencymanagement, emergency management operation mechanism and safeguard mechanisms foremergency management problems. Finally, at home and abroad in some countries andregions, the public emergency management experience, to build the Shaanxi Provinceemergency management organization system; improving the operation of Shaanxi Province,emergency management mechanism; improving the protection of Shaanxi ProvincialEmergency In the research methodology point of view.
