Gradual transformation of government functions creates a suitable socialenvironment for the development of public and folk forces, which provides moreopportunity to join the ranks of public service. However, the private development ofpublic road has been difficult, in fact, pure non-profit organization for the developmentof the road is not smooth, and few of them are able to independently raise funds morethan10million/year. Because of the lack of scientific operating method and reasonabledevelopment path, a large number of non-profit organizations live in extremely harshconditions, and end up quitting the public service area. Born on April2,2011, FreeLunch for Children project funds attracted the attention of the public within a shortperiod of time, had a huge social welfare effect, and ultimately affected the country’spublic decision-making. The project of the free lunch let the world lifted so manypeople see the hope of the future private development of public.As a start point of research, a case-by-case analysis method is used to study themanaging path of Free Lunch for Children, social network analysis into the mode ofoperation of the project. This paper divides the running of the project into threeoperational stages, dynamically reveals the operating way of different stage, and analyzesthe operating characteristics of each stage. At the same time, the project of the FreeLunch for Children " applies resource mobilization mode-network mobilization mode tostudy, and the study will integrate the characteristics of this mode from three aspects:foundation of network mobilization, strategies of network mobilization, and how thevirtual resources transform into actual resources. After the above analysis, the paper willsummarize the advantage of the project’s development model, as well as the problemsand difficulties during its development. And further more, aim to explore a smooth wayfor private development and a viable operating method for non-profit organization.The non-profit organization should improve form team specialization, operational mechanism, governance pattern and government relationship coordination. Non-profitorganization, should pay attention to the recruitment and training, construct professionalpublic service teams, and adhere to an open and transparent operation mechanism. Theyshould to make the best use of all resources, keep a positive interaction with thegovernment, and implement the multi-agent network model cooperation, to extrude theadvantage of the officials and the public. In the end make non-profit organization becomean efficient agent to provide public service.
