Research On The New Type Of Rural Community Management Model In WenJiang

With the rapid economic growth, China’s urbanization process is moving forward rapidly, and gradually showing a trend of "urban and rural, urban-rural integration" new urbanization, Since reform and opening up. The new rural community as an important content of current urbanization has become an important entry point for governments at all levels to promote the construction of urbanization. Chengdu, actively implement the "three concentration" as the core of coordinated development of urban and rural integration, and actively guide the farmers to town and the new rural community to live together. However, the synchronization problem of the new rural community construction and management are need to solved. Community management mode plays a key role in the management of a community, it affects the community management efficiency, operating costs, to determine whether the community can make a long-term stable and healthy development. Therefore, to continuously improve the new rural community management mode in the process of urbanization development is particularly important.In this paper, the research contents include:The first part is an introduction, this paper expounds the overall architecture and the research ideas. The second part introduces the development of the new rural community in the Chengdu and WenJiang District. The third part, I empirical analysis the status of WenJiang new rural community management model, involved basic situation of the communities,which has be selected, the basic pattern and characteristic, and the operating effect of mode. The fourth part through the analysis of domestic and foreign typical community management mode, to provide experience to improve the new rural community management model of WenJiang. The fifth part is model construction and suggestions, Constructed from a set of principles, objectives and structure of the management model, which is suitable for new rural communities of WenJiang.Put forward countermeasures and suggestions for government, community organizations, community management services and residents to participate in community management.The new rural community management model of WenJiang has the following characteristics:It has strong administrative features; Its community service function is relatively weak; Lack of effective interaction between community organizations and residents. Its questions are as follows:(1)Management model structure needs to be adjusted, mainly as the relationship between the performance of the entire management structure and management organization are unreasonable, Lack of effective co-management work together, even powers and responsibilities is not clear enough.(2)Community service functions need to be enhanced, It lacks the sound regulatory framework and supporting infrastructure, and the service which sink to community is not enough.(3)The quality of management personnel should be improved, the number of professional community workers are less than normal and their overall business quality is not comprehensive enough.(4)Participation of community awareness needs to be enhanced, community residents lack of knowledge of their own rights and obligations to participate in community management, passive participation or a complete lack of sense of participation. Therefore, the new rural community management model of WenJiang should be able to establish a "Government-led and community self-management" service type community management model as a build target.In summary, this paper puts forward the following suggestions:Transforming the function of the government, innovation of community management system, Government repositioned in a service-oriented government, the macro-control on community management. Pay attention to the cultivation of community organization and management reasonably adjust community structure and strengthen the cultivation of community organization guidance, improve community legislation, adjust the relationship between community-based organizations. Multi-pronged approach to enhance the community management services, the government strengthen the funds investment of community management, strict selection of community work personnel, pay attention to the business community work personnel training, building a professional level, comprehensive, the younger community service team. To enhance community participation, the government should give greater rights to members of the community when make the public policy, residents can participate in supervision, at the same time actively focus on community residents interests, and in a democratic way to solve problems.
