Research On Central And Local Government’s Interest Relationship In The Implementation Of Public Policies During China’s Trasitional Period

China has made remarkable achievements on economical and social undertakings as it has been in a period transformed from planned to a market economy system. Various public policies made by governments have become basic means for performing administrative duties and implementing social governance. They penetrate into all areas of social life and promote China’s economical and social developments.However, with China’s reform and opening up becomes deepened and expanded, public policies implementation appears some new situations and new problems, suffering a serious impediment. If our governments can not properly resolve various public policies issues and put effective and proper public policies into effect, it is bound to affect the credibility of the government and jeopardize people’s fundamental interests. We must do in-depth analysis of current policy implementation system.In recent years, power devolution expand local governments’ financial authority. Colser to the information resources made local governments had capital to confrontation with central government. The reasons why the two level’s governments have divergent interests is that central government makes public policy stand in an overall height for the national interests, some policies do not necessarily suit the actual situation in various places. Public policies like the real estate control policy in China can not be included in the legal system so that local government’s poor execution will not be addressed. The nature of public policies is selection and allocation of public interests for the political domination and social public management. Thus public policies involve interest coordination of all parties, some vested interest will be inevitably damaged. In order to avoid interest jeopardizing, local governments will take advantages they owned, selecting those policies favor their interests to implement.This paper start from researches on the change, connotation and essence of interests relationship between central and local governments in the implementation of public policies, analyzing the influence reasons that this interest put on public policies,explore reasonable interest structure between central and local governments to promote effective implementation of public polices.The introduction mainly overview background and significance of this topic, include domestic and aboard literature overviews, research approaches and related concepts.The body section discuss the following aspects:Analysis on the interest relationship between central and local governments in the implementation of public policies. The part mainly pointed out the nature and difference of the interest relationship, including political and economical interests and so on.Through analyzing failure of the real estate controlling policy, the paper explain predicament of the interest relationship and its influence on public policies and analyze its reasons.The main reasons cause public policies failure in China include quality of public policies’ text, irrational distribution of power and defects of public policies mechanisms. This paper lists several ways to solve the above problems, such as improve the quality of public policy, strengthen the leadership of central government, improve the mechanism of public policy implementation, build effective communication and coordination of central and local governments and so on.
