The Study Of China's Interest Groups' Negative Impact On The Local Government's Policy-making

Taking the relevant definitions on interest groups from home and abroad as reference and combining China's actual situation, this paper defines the China's interest groups as a group of people who share similar social status and common interest aimed at maximizing group interest through the interaction between interest groups and government or other interest groups.From the intermediate perspective, analytical method of interest groups is an important scientific approach analyzing the operation of social system. In essence, it is to analyze the impact that the interest groups have on the policy-making process and the way by which the impact is imposed. It will intensify the study on the policy-making process in China. Interest group is both an indispensable analysis object of modern politics and an important analyzing approach. As far as the methods concerned, this paper analyzes the interest groups'formation and their impact on the local governmental policy-making by generally citing American scholar Fred W. Riggs'Ecology of Public Administration which analyzes the interaction between public administration and the political, economical and cultural factors that impose the impact on the public administration, then analyze the countermeasures Chinese government can take to tackle the negative impact aroused by interest groups so that the government's policies can be more likely accepted and implemented by the general public and social interest groups.From the theoretical perspective, this paper enable people to properly and profoundly understand the differentiation and regroup of the social interest structure and social hierarchical structure in China which is in transition, then get a better understanding on the formation of interest groups and their impact on local governmental policy-making as well as provide some institutional countermeasures to the impact. From the practical perspective, It is a practical issue that the Party and government have to face at present and for a long time to come.This paper analyzes the impact that China's interest groups have on local governments and offers some countermeasures. Firstly, it analyzes the connotation, general features and ecological backgrounds of the interest groups'form.Secondly, it analyzes the negative impact that China's interest groups have on local government's policy-making under the macro environment of China's social transition, then the necessity to take it as the subject of study is introduced.Thirdly, this paper elaborately analyzes the contents and reasons of the impact as well as the manners by which the interest groups have on the local government policy-making.Lastly, this paper offers some institutional plans which the government can use to rationally tackle the political impact imposed by interest groups from three aspects.
