Research On The Management Of Typhoon Disaster In Coastal City

In recent years, with the impact of global warming, typhoon has become moreand more frequently. Only in August2012, there were as many as eight typhoons.With the dense population and developed economy, Coastal city located in the coastalareas, which suffered from serious impacts of typhoon. At the same time, the typhoonusually carries wind, rain, and trigger secondary disaster, such as urban waterlogging,landslides, traffic jams, which casts a serious threat to people’s lives and propertysafety. So reducing the losses in typhoon disasters has become a major topic inacademia, and also which is focused by modern government. Therefore, strengtheningthe research and management of the typhoon disaster in coastal cities is of greatsignificance at the perspective of preventing typhoon and reducing losses in typhoondisaster.By using disaster management theory and crisis management theory, selectingPingtan Comprehensive Pilot Zone as the research object, this thesis tries to put upwith some measures on improving typhoon disaster management in coastal city. Thereare five parts in this essay. Firstly, introducing the background and meaning, domesticand overseas research achievements and research methods. Secondly, explaining therelated concepts of disaster management and summarizing the theoretical tools.Thirdly, analyzing the typhoon disaster and typhoon disaster management in PingtanComprehensive Pilot Zone, and summarizing the challenges faced by the typhoondisaster management. Fourthly, analyzing the advanced experiences in Chiba-ken andTaiwan.Finally,from the three aspects like early warning and prevention in pre-disaster,response in disaster and reconstruction in post-disaster, this paper proposes specificsome measures to strengthen the management of typhoon disaster in PingtanComprehensive Pilot Zone.
