Study On The Effect Of The Government Of Changsha City On The Development Of Social Organizations

Social organizations are social groups that can perform certain social functions,accomplish some featured social goals, which are set up in certain forms, also inindependent social classes. With the continuous progress of China’s reform of thesocial market economy and social restructuring, it has become an urgent andimportant topic, on how to achieve the transformation of government functions andplay the important role of social organizations, to build a new type of cooperativerelationship between the government and social organizations, to promote socialdemocratic processes and to build civil society. As the economic, political andcultural center of Hunan Province, as well as the important part of city group ofChangsha, Zhuzhou and Xiangtan, the operating module that Changsha city developsits social organizations, has strong radiation effects and leading role to the wholeprovince and central-western regions. Summarizing the job performance Changshacity had gained in developing social organizations, analyzing the existing problems,especially exploring the future development path has both important theoretical andpractical significance.This article introduced the background of social organizations development, alsoconducted rational researches on relative ideas of social organizations, development,government functions, also researches of basic theory of organizational development,government functions, government and social relations. A case study of Changsha city,it summarized and discussed current role status city government plays in socialorganizations, existing problems and causes, with the support of questionnaires andstatistical data. Taking advantages of the advanced experiences from USA, GreatBritain, Japan and other developed countries, it proposed countermeasure andsuggestions on how Changsha government can further promote the development ofsocial organizations. These policies include improving regulations and laws,innovating registration management system, promoting the transformation ofgovernment functions, providing incubation service support and carrying outassessment system of social organizations.
