A Study On The Changing Of Government Function And The Development Of Social Organizations

Since 1970`s, the social organizations of developed countries had played very important roles in the development of economic society. The social structure of coexisting of governments, enterprises and social organizations had been clearer. The positive interaction of countries and society, and the close cooperation of governments and society had gradually formed. At present, the development of our social organizations had been relatively backward so that the government rightsizing project, from"unlimited government"to"limited government", was very difficult to carry out. As a result, the further study on the changing of government function and the development of social organizations is to try to deal with this problem.There are seven chapters in this paper, and the main contents are as follows: the study background, significance of topic selection, study contents and structure were introduced in the first chapter. The present theoretical and practical situation such as the definition, range, classification, social basis, the main functions, the property rights characteristic and governance structure of social organizations were described in the second chapter. The value of social organizations including the social scale and social structure was internationally compared in the third chapter. The development and the problems of social organizations were put forward in the fourth chapter. On the basis of the introduction of construction course of social organizations, the problems of the development of social organizations and the urgency of strengthening construction of social organizations in Haikou city were discussed in the fifth chapter. In the sixth chapter the ideas of the construction of social organizations were concluded including the feasible changing of government function, the positive fostering and supporting of the development of social organizations, strengthening ability construction of social organizations, the specification of supervision and management of social organizations, and the strengthening of organization leadership. In the end, the exploratory research was summerised and the further study was prospected.The innovative study performance is as follows: firstly, the principles and concrete transactions of transferring of function from governments to society were clearly analyzed; secondly, the ideas and methods of double management system reform of social organizations were generated; at last, the institution of political participation of talents of social organizations was proposed.
