Geological survey and exploration is of great matter to the political and economic lifeline of the whole state, and is the most basic foundation for all kinds of construction work. China’s geological exploration has gained huge achievements, thus making contribution to the construction of socialistic modernization. However, with the constant change of political and economic conditions, the administrative system of geological survey and other related aspects have come across difficulties and inevitable drawbacks. We should face challenges positively, seize the opportunities and establish and perfect the new geological prospecting system as soon as possible in accordance with the national policies. Therefore, the geological prospecting industry can assume the new tasks brought by reform and opening up and economic construction and make contributions to the socialist construction and sustainability of our country.The paper chooses the problems in the reform of the geological prospecting management system and the solutions as subject. Besides, the paper makes a deep analysis of the research results both at home and abroad and three representative models emerging from the domestic reforms based on the reality of the domestic geological prospecting industry. Moreover, on the basis of the conclusions on the experience and lessons from the past system reforms of geological prospecting industry, the author puts forward some measures and suggestions on the problems in the further reform under the current situation through applying the government regulation theory and institutional change theory. In the paper, the author holds the opinion that geological prospecting management system reform is a systematic project, which entails an overall top-down linkage reaction from the central government to regional governments at various levels; and it should be comprehensively coordinated. From the perspective of the central government, the Ministry of Land and Resources should formulate the most suitable plan in accordance with the situation and tasks and make detailed and grounded planning and design. On the premise of sticking unswervingly to the right reform direction, we should push the reform forward steadily and accordingly. Besides, the government should make comprehensive and reasonable policies; the market should operate scientifically; and the geological prospecting institutions should focus on the internal innovation. Only by the tripartite linkage can the ultimate goal of reform be realized.
