Currently,the PSU reform by type in Fujian Province has been completed.In this PSU reform,to be positioned as the Public Welfare II PSB,the geological and prospecting PSU has been entrusted new historical mission.The geological and prospecting PSU is engaged in both public-welfare geological projects distributed by the government and commercial geological projects oriented by the market,which has made it entered into a new stage that to develop public welfare undertakings and commercial operation parallelly.Since the implementation of the working performance wages,most of the geological and prospecting PUSs have carried on the performance salary reform in combination with the practical situation of their own to explore suitable model for their own development,which has made stage achievements of the reform revealed and made the geological and prospecting PSU to carry forward the constitutional reform,enhance the market competitiveness and expand the geological services in some ways.However,as the income distribution in geological and prospecting PSU is complicated,which involves many aspects and factors.The lack of systematic performance management knowledge in human resource level and the lack of specific and operational guidelines in implementing performance salary system made the geological and prospecting PSU cannot adopt experience at home and abroad.So,how to combine the characteristics of geological and prospecting PSU to build up a perfect performance salary system with the principle of fairness of income and effective incentive mechanism?That will decide whether the geological and prospecting PSU reform can be successful.This paper has described the history of geological and prospecting PSU reform,modeled the existing theory achievement of performance salary management in government departments and enterprises at home and abroad,taken the case of Fujian A Geological Institution to analyze the problems and difficulties in performance salary reform in geological and prospecting PSU,and put forward some specific suggestions and measures to preliminarily explore the construction of performance salary reform in geological and prospecting PSU.The main purpose of which is to improve employee's initiative and enthusiasm,to improve public service quality and market competitiveness of the PSU,and to gradually promote the process of the performance salary reform in geological and prospecting PSU.
