Today public crisis is becoming the universal problem of the world including China, ourcountry is in economic transition and social transition, the existence of many unstable factorslead to a series of social problems which gradually emerge.The issue has become potentialcauses of public crisis, and a number of unexpected events could trigger regional andindeed national public crisis. The traditional ways of public crisis management have notfitted to resolve the present crisis, therefore co-governance of multi-participants becomes thenew model of public crisis management.On the one hand the government takes the spokesmanof the public interest,superintendent of the public affairs as well as the performer of the publicright which gained rich experience in dealt with the crisis process and requested to playthe leading role in the management; on the other hand government also exists many problems,with the development of third sector non-government main body grows strong and alsorequests to participate positively in the crisis management These urgent request us toestablish the crisis management the system the mechanism and realize the positiveinteractions between the government the non-governmental organizations the profit-organization the social public the news media as well as the International organization andother main bodiesThis article mainly discuss the necessities of transition of public crisis governance multi-participants during economic transition and social transition. Because of government’s limitedabilities and heavy burden, the government could not focus their attentions on the crisis, thus,it’s the time we chang the participants from the only government to the multi-participants,likethe non-governmental organizations the profit-organization the social public the newsmedia and so on. However, there some problems during the transition, for example,governments delegate power to the lower levels which result in the conflict of interests; thedevelopment of non-governmental organizations has been restricted;citizens have lowconsciousness to take part in the crisis governance and so on.reasonably define theresponsibilities of the participants; improve the capabilities of the government; give play tothe role of media in public crisis governance; encourage citizens to take part in the crisisgovernance; seek help from international organizations and cooperate with them.
