With the development of China’s socialist market economy and the deepening ofurbanization urban community construction is attracting more and more attention. Community autonomy is the basicprinciples and the inherent requirements of the community building, is the inevitable trend ofcommunity development and the ultimate goal is an important way to achieve thetransformation of government functions, the basic requirements for building a harmonioussociety. But currently in our country, the construction of community autonomy facing a lot ofproblems, is still in the exploratory stage, the appropriate laws and regulations have yet toperfect the process of building a community autonomous legal system has yet to beadvancing.This article is based on the theory of nomology research. This article research its rulesby investigating and analysising China’s current status and problems of the urban communityautonomy. Combine with the practice of the rule of law theory, try to make some suggestionsto improve our urban community autonomy.This paper includes four chapters. The first chapter expounds the theory of communitiesand community autonomy. Such as basic concept and connotation of the community and itselements, urban community autonomy of the narrative. Analysis the relationship among mainbodys in the community autonomy. The second chapter majorly analysises urban communityautonomy basic legal basis and the value of community autonomy. By expoundingcommunity self-theory origin theory of limited government, the state and society dichotomytheory, the rule of law and the autonomy theory, testify the oretical origin of autonomynomology level and analysis the value of autonomous community on free, orderly, efficient.The third chapter analysis the lack and status of the laws and institutions in our urbancommunity autonomy and expound urban community autonomy construction mode andtheorists of debate elaborate. The last chapter, around related problems,offer proposal of the legal system and improve our urban community autonomy through legislation, administration,and legal supervision of, so as to improve our urban community autonomy, and promote aharmonious community development, building a socialist harmonious society.
