The incentive is to inspire and encourage means, management experts think theincentive is the core of management, is the important means and management method tomobilize staff’s work enthusiasm, give full play to the initiative and creativity of theindividual, can mobilizework enthusiasm, improve the efficiency of organizational work.Therefore, managers to design some principles incentive model through, through systemtext concept, rational to regulate their behavior, arouse the enthusiasm of staff, hasobtained the dynamic balance between human and system management, to achieveeffective management. Since the reform and opening up, China’s under a lot of effort inthe aspects of government departments to improve the work efficiency, but the effect isnot good, Shenzhen city take the lead in the implementation of the civil servantclassification management, is to change the traditional mode of civil servant incentive,improve the enthusiasm of civil servants in Shenzhen, to create a clean and efficient civilservants team.In this paper, the incentive mechanism of Shenzhen Local Taxation Bureau as theresearch object, through the analysis of the current situation of Shenzhen Local TaxationBureau on staff motivation, existing problems, and the reason of forming is analyzed,according to the relevant incentive theory, proposed to establish and improve the humanresource management of public sector incentive mechanism, research how to useeffective incentive mechanism to improve the work efficiency.The main content of this paper is, the first chapter, introduction, firstly, the researchbackground and significance, research contents and methods are briefly introduced, andthen the related domestic and foreign research literatures. The second chapter, analyzingthe meaning of incentive, incentive process, as well as the typical theory of motivationtheory,put forward for the civil service incentive mode to provide the theory basis, finallysummarizes the characteristics of law enforcement of civil servants. The third chapter,problem and reason analysis focuses on the analysis of the Local Taxation Bureau of Shenzhen City incentives exist, such as in the promotion system, the salary managementsystem and evaluation system of incentive factors existing function obstacle. The mainproblems of current performance appraisal system is not perfect, promotion channel is notsmooth, the salary system is not reasonable and discipline is not enough. The main causesof these problems are the lack of a correct understanding of the concept of performancemanagement, government performance evaluation can not reflect the special nature of thework of inspection and the lack of a reasonable incentive system. The fourth chapter, theconstruction of Shenzhen Municipal Local Taxation Bureau of incentive mechanism,including the principles of establishing incentive mechanism, incentive mechanismincludes the main contents, including the material incentive, spirit incentive, incentiveand evaluation system.The fifth chapter, security of incentive mechanism of ShenzhenLocal Taxation Bureau, in reference to the basis of incentive mechanism of some largeenterprise, for the incentive mechanism can put forward the countermeasure andsuggestion to play a role in the Local Taxation Bureau of Shenzhen.
