Research On The Optimization Of Civil Servant Incentive Mechanism In The Local Taxation System Of Ankang City

Effective incentive mechanism plays an irreplaceable role in the organization to fully mobilize the initiative and enthusiasm of employees,maximize their potential and achieve organizational goals smoothly.With the development of Chinese economy and society,the traditional incentive mechanism has not been able to play its proper role in many organizations,especially in the construction of the civil service,many malpractices and problems have been exposed,which fully reflects the lack of the civil service incentive system.Improving the incentive mechanism of civil servants is of great practical significance for enhancing the initiative of civil servants,fully fulfilling the potential of civil servants,improving the quality of work and administrative efficiency,and promoting the transformation of government functions.As the basic unit of organizing public revenue,the basic tax department undertakes the important duties of raising revenue,determining the way of taxation management,enforcing tax policy and doing well tax service.Without the enthusiasm and initiative and creativeness of civil servants,the administrative system of the local tax system will be difficult to operate efficiently,and the functions of the government will be difficult to achieve high efficiency.Based on the investigation of the current situation of civil servants,incentive status in the Ankang local taxation system,this paper makes a comprehensive study of the relevant results of domestic and foreign research on incentive theories.On the basis of the questionnaire about incentive status in Ankang local taxes administration,the paper analyzes the existing problems and causes,puts forward the countermeasures to construct the incentive mechanism of the civil servant Ankang tax system.First of all,it is essential to recognize the rationality of the pursuit of the material benefits of the civil servants from the hypothesis of human nature;Secondly,starting from the system construction of incentive mechanism,the paper puts forward reasonable compensation incentive,scientific examination and fair promotion encouragement,effective training stimulation and harmonious ecological culture construction etc,which can promote the construction of incentive mechanism of Ankang tax system and the government system,promoting the reform of the government system characterized by serving government,law-based government and responsible government.
