Modern management of civil servant incentive mechanism of civil servants is one of the important issues. Execution of the incentive mechanism of civil servants can boost system, enhanced creativity, further enhance the quality and efficiency of work. On one hand, incentive mechanism of civil servants through appraisal, salary, promotion, rewards and punishments, such as material and moral means, improve service and innovation. The other hand, the incentive mechanism of civil servants through the implementation, supervision and protection process, prompting civil servants perform their duties, to further improve the quality and efficiency of work on the construction of innovative, pragmatic, honest, service-oriented Government played a significant role.This paper, the basic theory of incentive mechanism and incentive mechanism of civil servants at home and abroad is based on the theory, expounded the Shaanxi Provincial State Taxation Bureau and incentive mechanism of civil servants’status, existed problems and causes, perfecting the incentive mechanism of civil servants of the Council programme proposed and implemented safeguards.
