In modern society, The public administrative organization plays a more and more important role. The public management and public service functions directly related to the vital interests of the people. Civil servants as the subject of administrative organization and administrative authority, its working behavior directly affect the public interest. Therefore, how to build a complete, suitable, incentive mechanism for civil servants, in order to encourage them to serve the people wholeheartedly, to provide clean, efficient energy, public services, is the important no delay task. Since1993when China fully carried out the civil service system, at the time of the planned economic system, did have played a very important role, but this system didn’t adapt to the current market economy, so there is an urgent need for reform.The civil service incentive mechanism is a governance tool contained of kind of market spirit and competition concept, the premise and the profit of civil servants are inseparable, but also must be carried on in a certain system environment. This paper discusses the China’s civil service incentive mechanism based on the classical motivation theory. Sort out the reasonable composition of the civil service incentive mechanism. Due to the constraint of administrative environment, the constraint of civil servants’professionalism, the defects of management system and supervision mechanism, lead to the limitations in two aspects:the first is the measures constitution, perform in incentive operation anomie, the ossification of the salary incentive absence, the lack of protection of the promotion, the incentive mechanism to become more formality, the rewards and penalties incentive mechanism become virtual, the second aspect is about the operation process and its results, such as the imbalance of the material incentive proportion effect the social values, the movement type incentive mechanism effect the sustainability, and so on.The framework of civil service incentive mechanism construction deserves our attention, the author tries to set out from the composite benefits of civil servants, try to construct the civil service incentive mechanism from the system view, therefore, this article design from the automatic incentive mechanism, incentive mechanism and stimulating measures three aspects, we should pay more attention to the profit and demands of civil servants, strengthen the moral construction of civil servants, raise the health administration psychology; improve and perfect the incentive system construction, unblocked the information communication and feedback channels; consummate the laws, regulations and supervision mechanism, to promote the incentive mechanism of civil servants to get out of its current limitations, to develop in good track, improve administrative efficiency, to satisfy the service demand of social public, to get the win-win situation between the civil service and public, the civil servants and public organizations.
