| With the deepening of reform and opening up,we need not only the cooperation of all parties,but also the strong support of public sector management and services.At present,the public management system is based on the grass-roots public sector as the direct implementation of the policies of the higher level,to face to face with the masses,to serve the masses,to reflect the needs of the masses,and is the connecting channel between the higher level public sector and the grass-roots masses.From the perspective of grass-roots public sector,in order to improve the administrative efficiency of grass-roots public sector,it is necessary to play the role of incentive mechanism to meet the personal needs of public officials and then stimulate their work enthusiasm.Therefore,the study of the incentive mechanism of grass-roots public sector is of great practical and theoretical significance to better realize the efficient operation of grass-roots public sector management,and it is also of great importance to improve the modernization of grass-roots public sector.Based on the reality,this thesis takes W County as an example.First of all,this thesis starts with the relevant theories of incentive mechanism,and then points out the existing problems and deficiencies in the incentive mechanism of W County of based on the actual investigation and interview.Finally,combined with the advanced experience of relevant aspects at home and abroad,this thesis puts for ward the countermeasures to establish and improve the incentive mechanism of grass-roots public sector in W County.In order to improve the incentive mechanism of grass-roots public departments in W County,analysis and research should be conducted from five aspects: salary,training,promotion,performance appraisal and supervision and restraint,so as to fully mobilize the enthusiasm of public officials,give play to their working potential,improve their working ability and make their working efficiency more effective. |
