Analysis Of Government Economic Behavior Under Pressurized System

Large quantity, small management scale, and industrial agglomeration are remarkable characteristics of individual economy. However, when individual economy reaches into a certain stage, those characteristics would prevent its further development."Z" is a province with a large number of individual economies and it has formulated a policy to promote individual business to enterprise in order to adjust the economic structure and release productive forces. But during the process of policy implementation, the political pressurized system leads to a variation of government economic behavior.On the basis of studying "Promoting Individual Household to Enterprise" policy, this paper analyzes this policy making, policy implementation, policy results on the frame of helping hand, mobilizing hand and variant hand. And deeply analyzes the government economic behavior under pressurized system. This paper at last suggests that government should change developing model from development-oriented to service-oriented. This paper is divided into five chapters:Part I proposes the major question and making a literature review on pressurized system and government economic behavior.Part II analyzes the motivation of "Promoting Individual Household to Enterprise" policy from economic, political and fiscal perspectives which actuates local government to implement policies.Part III analyzes the implementation of "Promoting Individual Household to Enterprise" policy from perspectives of political completion, performance evaluation and target assignment.Part IV analyzes the results of "Promoting Individual Household to Enterprise" policy by researching on the differences between higher government and lower government, government and enterprises. Part V makes a conclusion of the paper, and tries to raise proposal about changing the political pressurized system and standardizing government economic behavior, as well as propounds that governmental administrative patterns should be re-established from development-oriented to service-oriented.
