Research On Local Government Behavior In The Development Of Economic Development Zones

At present,the industrial competition of the county is gradually exacerbated,the market failure,the social vacancy,the fiscal decentralization system incentive is the local government to participate in the economic development of the inevitable requirement.It is not only related to the stable and sustainable development of the county-level economic development zone,but also the stability and harmony of the whole country's economy,which is related to the development of the county-level economic development zone.Through the study of government behavior,for the county-level economic development zone to provide practical guidance.Based on the theory of organizational behavior as a theoretical tool,this paper constructs the framework of local government behavior system,and studies the problems and causes of local government behavior from the theory and realistic logic of local government behavior.The study found that the county government through a series of acts to promote the development of local economic development zones,to a certain extent,the local economic development has played a positive role.However,due to the existence of "flexible space","dual agency",target orientation,incentive mechanism and self-ability constraint,the county government has caused the dislocation of local government role,"anti-market",implementation deviation,lack of administrative morality,Which is not conducive to the construction of local economic development zones is not conducive to the development of local economy is not conducive to the orderly operation of the economy.Therefore,the county government should regulate the behavior,establish a correct concept out of a conducive to the people,conducive to local and conducive to the country's management.
