Studiy On The Culture Poverty Alleviation Of The New Countryside Construction In Poverty-stricken Areas

Abstract:Anti-poverty is a world-wild difficult problem and China has always been fighting against poverty. Since the reform and opening up, China has made remarkable achievement of anti-poverty in the past30years by taking effective measures to alleviate and reduce poverty. With the development of social economy, the poverty problem presents new features and trends, and the simple anti-poverty model only at the economic level cannot eradicate the deep-rooted poverty in the poverty-stricken areas. The culture poverty-alleviation oriented on people is a new model to promote development in underdeveloped areas, an important part of the whole poverty alleviation and development, andthe fundamental solution to the poverty problem. In the historical context of the new socialist countryside construction, study on the culture poverty-alleviation will be conductive to accelerate prosperity out of poverty for the masses in the poor areas, to enrich the cultural life of the poor people and to stimulus the development of the new socialist countryside.Based on the theory of social development and anti-poverty, this paper starts with the connotation of culture poverty alleviation, and comprehensively reviews and sorts out the development process of culture poverty alleviation in China by referring documentary material and data in the framework of analysis closely around the background of new socialist countryside construction and the main clue of culture poverty alleviation. The paper sets forth the practice performance of culture poverty alleviation in poor areas from the perspectives of achievement and remaining problems, and studies the factors of its bottleneck in the new countryside construction. The paper concludes with recommendations that government should attach great importance to the culture poverty alleviation and establish a long-efficiency mechanism, an urban-rural interactive mechanism and a sharing mechanism of culture poverty alleviation and so on for the improvement of it to ensure the implementation of the culture poverty alleviation.
