Predicament And Countermeasures Of Institution After Reform On Government Cars

On December 29,2015,the central government leadership group for the reform of the official vehicles system issued the implementation opinions on the reform of the official vehicles system in central public institutions,marking the beginning of the reform of the official vehicles system in public institutions.However,the official vehicles reform of public institutions is far more complicated than the official vehicles reform of administrative institutions.In 2016,Guangdong Province started the reform of the public service vehicle system in public institutions.Heyuan responded to the deployment of the provincial office and arranged the reform of the public service vehicle system in public institutions in the first half of 2017.H Vocational and Technical College(hereinafter referred to as H Vocational College)as a typical representative of public institutions,actively responds to the official vehicles reform,conscientiously in accordance with the requirements of the official vehicles reform policy,the reform has achieved remarkable results.Therefore,the study of its reform will provide a positive reference for verifying the effect of the public transport reform policy and improving the follow-up policy.This paper attempts to take the official vehicles reform of H Vocational College as a case,and to analyze the difficulties and countermeasures of the official vehicles reform of public institutions in the city from point to point,starting from the effectiveness and difficulties of the reform.Firstly,it clarifies the meaning,policy basis and necessity of the reform of official vehicles in public institutions,and emphasizes that the reform of official vehicles is imperative.Secondly,by analyzing the data of H Vocational College official vehicles reform and comparing the results of municipal government reform,we find the problems of public institutions,and analyze the causes of the problems with stakeholder theory,public policy decision-making implementation theory and fairness and efficiency theory.Finally,from the decision-making level,the government operation level,and the implementation level we have discussed,we improve and make perfect opinions and suggestions on official vehicles reform in public institutions..The innovation of this paper have two points.Firstly,it is practical and has practical reference significance.At present,the theoretical research of official vehicles reform still stays in the administrative and participating units,while public institutions belong to the national finance,but their structure and system are larger and more complex.Through the tentative exploration of official vehicles reform in public institutions,we can enrich the theoretical research results.Through the in-adaptability of different types of funding institutions to the same policy,it is deduced that policy formulation is too simple.Through the analysis of different stakeholders' practices before and after the official vehicles reform,this paper reflects that the interests of each type of personnel involved in the official vehicles reform are not fully taken into account in policy making.Through the analysis of examples,it is found that the more economical units are before the official vehicles reform,the more unfavorable to the reform.It is deduced that the goal of"saving"in policy making is not entirely correct,etc.Finally,it is discussed that the formulation and implementation of public institution official vehicles reform policy should also have the link of policy feedback and target revision.Secondly,it is to deduce the general process of public policy implementation from individual cases.By demonstrating the official vehicles reform in public institutions,this paper explores the formulation and implementation of a policy,which requires policy makers to fully listen to their opinions,constantly observe their changes in the implementation and make appropriate policy adjustments to ensure the targeted implementation of the policy.The government should provide better public service facilities to facilitate the implementation of policies.Specific units or departments should actively create basic conditions and provide the level of policy implementation,so that the policy can be implemented more effectively.
