With the deepening of the aging population in our country, there is an increasing demand of institutional pension services. Because the institutional pension service is a social welfare services, having the nature of quasi-public goods, both in separately provided by the government and market to maximize its utility, so the private pension institutions as a NGO are playing a more and more important role in providing institutional pension services. However, private pension institutions themselves need to realize the unity of social benefit and economic benefit in actual development. This makes it extremely easily fall into the predicament of the survival and development in a market economy. The difficulties it faced are the shortage of funds, nursing staff shortage, management risk, etc., and there are many causes of these difficulties. Behind these difficulties, the favorable factors of the private pension institutions still exist and development are various. Through the analysis of on-the-spot interviews, finding out the favorable factors of private pension institutions, and the solution path of private pension agency are discussed. That is a good way to understand the emergence and development of private pension institutions, as well as the future development direction and significance for the development of private pension institutions in China.This paper takes the research method of qualitative research. By using the method of field interviews and participant observation of private pension institutions, interviewing the director of private pension institutions on-the-spot, observe the realistic environment of private pension institutions, to understand private pension institutions’current living situations and difficulties, found that the favorable factors which support private pension institutions still surviving and developing in troubles are government support, market demand and the power of private pension institutions themselves, material and spiritual support from families is still the most important factor on old-age security.
