With the advance of our country’s urban community construction,and transformation of the goverment’s function,and the development of social organizations, a part of the social organizations,especially professional social organizations, gradually participate in community construction through the form of community public service projects which purchased by the local government,to better meet the diversified service needs of urban community residents.Therefore,in the urban community construction,the interactive relationship between the local government and social organizations has attracted the attention of many researchers.The resource dependence theory believes that the organization is unable to produce all the resources that it required,so the organization needs to get these resources from outside, and this organization will buid up a resource dependence releationship with other organizations which have resources it required.From the view of resource dependence theory,the local government and social organizations both are in need of resources which they lack and the other has,and this is the basis of interaction between the two sides.This paper selects a public service project which was purchased by the government of Chongqing City Jiangbei District,then takes resource dependence theory as the main theoretical perspective,and analysis the interactive relationship between the local government and social organizations in urban community construction.Through the theory analysis on the interactive relationship between the local government and social organizations,social organizations need the government to provide the space for development,economic support and policy support and other aspects of the resources;the government needs social organizations to take part of community public service function which transfered out by government,and to provide public support and other resources for the government. The case analysis on the community public service project which purchased by the government of Jiangbei District,put the interaction between local government and social organizations in a community context,and analysed the interactive relationship between the local government and social organizations,and roles in the interaction between the government and social organizations,as well as the interaction of four dimensions,to show the interactive relationships between the government and social organizations in the community construction.Draw a conclusion,in the construction of urban communities,the interactive relationship between the local government and social organizations characterized by social organizations strongly rely on the government’ resources,and the local government has a low resources dependence on social organizations;The relationship between local government and social organizations in the interaction is unequal,the local government is in a strong and dominant position, but the social status of social organizations is on the contrary;so this is an unhealthy interactive relationship.Then from the level of the government and social organizations,some measures should be taken to set up an equal and healthy interactive relationship between the local government and social organizations in community construction.The first and foremost,the government should make clear social organizations’ important roles in community construction;in addition,the government needs to use the system of the laws and regulations to guarantee the social status and rights of social organizations; Furthermore,the local government needs to increase the resources support for social organizations.last but not least,social organizations should also strengthen its capacity to obtain social resources.
