With the development of the socialist market economy,the Chinese government has actively promoted social governance reform,accelerated the transformation of government functions,and gradually decentralized power to society,providing a broad space for the development of social organizations.Since the 1970 s,social organizations have developed rapidly,making up for the shortcomings of the government and the market in the provision of public services with their own advantages,and have become one of the important subjects of China’s social governance system.The rise of social organizations in China is the result of the transformation of the omnipotent government functions.The government’s attitude towards social organizations determines the reality of social organizations and their future development trends.The relationship between the government and social organizations determines whether the two can coexist harmoniously and form a good situation of cooperation and co-governance,which not only concerns the development of the two,but also affects the efficiency and quality of social public service supply.This article uses embedded theory tools,takes the interactive relationship between social organizations and the government as the research object,and uses a case study method to investigate the Chengdu Xinjiayuan Social Work Service Center,and interprets its interactive relationship with the government one by one.Resources---relying on government resources and exploiting external forces---three stages of coexistence of enhanced autonomy and the need for government support,on this basis,the action process of two-way embedded government and social organizations is analyzed.The study found that the government mainly adopts strategies such as system embedding,political embedding,party organization embedding,and project embedding to social organizations,thereby transforming its own functions to achieve the government’s goals,while social organizations mainly adopt structural embedding,function embedding,and Cognitive embedding and other strategies to obtain resources and promote the development of the organization.Through the "active embedding" of the government and the "reverse embedding" of social organizations,a "two-way embedding" relationship,which summarizes the practical effect and embarrassment of this two-way embedding relationship,and proposes a way to optimize the two-way embedding relationship,That is,taking project embedding as the direction indicator,clarifying the cooperative relationship between the government and social organizations;using structural embedding as a breakthrough to improve the supervision and evaluation function;using system embedding as a booster to improve the organization’s bargaining power;taking cognitive embedding as the focus To enhance social workers’ professional identity.This article is based on a case study to try to analyze the two-way embedded relationship between the government and social organizations in our country.However,in the study,the case is only a sample of a large world and cannot be inferred as a whole.Therefore,trying to analyze the two-way embedded relationship between the government and social organizations in China from the perspective of embeddedness requires further exploration.
