Research On Interactive Relationship Between The Government And Social Organization Based On Cooperative Game Perspective

Social organizations get good opportunities for development, and become moreconsummate with the deepening of the reform and opening up as well as the rapiddevelopment of society, it plays an increasingly important role in the field of publicservice.However, as the provider of public products and services, the relationshipbetween government and social organizations not be straightened out, and socialresources are not fully reasonable allocated between them. Therefore, by combingrelations between the government and social organizations, and to form the benigninteraction on the basis of cooperation become the consensus of all walks of life.In this paper, sociology, western economics, and public management of relatedtheory and views are integrated used to analyze the interactive relationship betweenthe government and social organizations from the angle of cooperative game. Thegovernment and social organizations are the common provider of public products andservices and have a common value pursuit, therefore, they have the cooperation basis.Because they represent the overall interests of the whole society and local interestsrespectively, they will be competing with each other. Cooperative game is trying tobuild a constraint system between the two, to avoid the individual rationality leadingto the overall irrational, and achieve a win-win situation finally. According to currentsituation of our country, the author firstly analyzed the problems between our countrygovernment in cooperation with social organizations, which including the allocationof responsibilities, capital and human resources allocation and the allocation, all theseproblems are not in conformity with the public output maximization principle.Secondly, the author focused on using the game theory in the classical model, in theform of gradually introducing variable quantity, analyzing the game strategy choicesfor the government and social organizations, and eventually forming the optimalstrategy. Besides, the article further pointed out that the cooperation between thegovernment and social organizations is a dynamic process, there is no absolute rightof the optimal solution, the partnership is a constant process of seeking balance.Cooperation between the government and social organizations should based on suchaspects as further exploring on the mechanism of cooperation, to establishinformation disclosure and sharing mechanism as well as benefit sharing mechanism,to realize the rational flow of social resources between the two, and to ensure thestability of alliance through the establishment of the supervision mechanism of incentive mechanism, to guard against possible default risk and reduce relative loss,and toward deep insight through the relationship between the two. Finally, puttingforward suggestions to build the two cooperation.Cooperation between the government and social organizations should be basedon guarantying mutual independence between the two, to improve the cooperationmechanism and realize the complementary advantages, in addition, it shouldconstantly seek the balance between the government and social organizations. In thecurrent period of social transformation in China,establishing the benign interactiverelationship between the government and social organizations, and to make thefunctions of the two complement each other have very important significance for thesupply of public goods, government function transformation, the restriction of thepower of the government, and social organizations’ own development as well as theconstruction of a harmonious society.
