Through the investigation,it is found that the interaction between local government and social organizations does not accord with the existing social governance model and the tradition of research on state-social relations.The existing social governance model can be summarized as government control,government-led social governance and social autonomy,and the state-social relationship has two research traditions: civil society and corporatism.The existing research is more favorable to explain the importance and necessity of multi-subject participation in governance,but the relationship between subjects is not only simple as cooperation.Through the investigation and observation of W District,the author discusses the practical exploration of the relationship between local government and social organization from connection to bidirectional embedding from three aspects: structural dimension,institutional dimension and cultural dimension.As a national social organization innovation demonstration zone,W District has given a large number of platforms,funds,systems and other support to social organizations.The characteristics of social organizations in participating in local government governance,namely,policy advocacy as an embedded strategy,mutual empowerment,and organizational identity in the public interest network,indicate that "bidirectional embedding" exists and is effective.Under the background of innovative social governance in the new era,social organizations are flourishing,and “two-way embedding” is a research framework.It is a special perspective in the study to find that social organizations participate in local government governance: on the one hand,local governments can bring complementary resources through embedded interaction with heterogeneous social organizations,which is easier on this basis to achieve collaborative innovation in the supply of public goods and services.On the other hand,the study of social organization under the theory of governance lacks a perspective that focuses on the construction of bidirectional interaction between social organizations and local governments,which is enriched here.
