The Function Of Rural Communist Youth League Research

As we all known China is a country with the countryside population dominant and a large countryside youth population. They are the backbone of the rural economic and social development. Rural Communist Youth League as a kind of important mass group is duty-bound to take on the dual responsibilities and dual tasks of organize the youth, guide the youth and service the youth. But because of the social development the function of Communist Youth League changes a lot. Especially after the Third Plenary Session of the Eleventh Central Committee, as socialist market economy grows vigorously, the social transition has quickened its step. The Eighteenth National People’s Congress has mapped out a grand blueprint and program of action for building a well-off society in China in an all-round way. Under such macroscopically background, in the new period Rural Communist Youth League must determine what the functions and position of the organization itself. Then to unite the youth better, to service the youth better, to promote the efficiency of the organization make the youth to hold their responsibility as the backbone of the Construction of New Socialist Countryside. Therefore, this problem is necessary to study.This paper takes Banqiao town, Lin’an city, Zhejiang province, for an example to analyses the causes of change in functions of Communist Youth League. To obtain the first hand information a survey was conducted in Banqiao town. A total of10different Communist Youth League at the grass-roots level,10head of Communist Youth League at the grass-roots level and100members were interviewed through arbitrary selection in Banqiao town. Then base the former study, under democratic reforms deepening background, adopts Civil Society Theory and Polycentric Governance theory, analyses the logical relationship between Communist Youth League and Construction of New Socialist Countryside; the present situation of the countryside youth, which is the major recipients of the Communist Youth League; the problem and challenges of the Communist Youth League. Further,analyses the first-hand information from the survey study the function location of Communist Youth League, though study of the political function and administration function and society function. Last, overviews related theories and domestic and international research in present through literature search, by the combination of normative analysis and empirical study and so on to study this problem.Some general remarks and conclusions can be made. In new period, Rural Communist Youth League should take the political function which help the youth to build correct world view, living view and, worth view; Rural Communist Youth League should accept the responsibility for manage the youth; last but not the least, Rural Communist Youth League should take the social function, provide better services to the youth who lives in the open society.
